Economic Development Institute
The AICUP Economic Development Institute was held on October 26th, 2011 at Harrisburg University. 30 people participated in the institute and got to hear from several speakers including Tom Palisin and Scott Dunkleberger, DCED; Jack Machek, 10,000 Friends and Steve Forde, Marcellus Shale Coalition.

Overview of the Technology Investment Office at the Department of Community and Economic Development.
Discovered and Developed in PA guidelines available and $9.9 million to support entrepreneurship, technology transfer, capacity building, outreach to business. The DCED is currently accepting applications so act fast if you are interested in applying. The overview presentation can be found HERE. Meeting Notes by Topic Area
Tom Palisin, Acting Deputy Secretary of Technology Investment, Pennsylvania Department of Community and Economic Development: provided an overview of the Technology Investment Office and the programs that they have historically operated and future opportunities.
Discussion points:
Overall funding is down significantly for the office - some of the specific points included:
- KIZ Innovation Grant program has supported technology transfer activities at various higher educational institutions. Several AICUP members have benefited from this program. The program is now being evaluated for continuation.
- There are 29 KIZs in the state and an evaluation has identified success factors. The S. Bethlehem KIZ (which includes Lehigh University as a partner) was cited as an example of a strong performing KIZ.
- Nanotechnology activity is a major focus - $3.3 million in competitive funding expected to be available in the next few weeks.
- This is the final year for $40M in Energy sector development funding that was provided to the four regional Ben Franklin Technology Centers.
- Workforce Development Programs – 2+2+2 career pathway programs. Staff will provide information on how many Universities are involved in the program. There is funding available to support current efforts - they are seeking additional dollars to expand the program.
- CURE funding - approximately $50 million per year is deployed to Universities for health related topics. Also, please note that a public meeting will be held on November 9th, 2011) In the past AICUP members have partnered with other groups and have received funding from this program.
Going forward the priorities of the office include:
- Ensuring growth capital
- Emerging industry investment – Nanotech Funding
- Improve impact of the existing TBED Network of providers
- Collaboration and technology transfer
- Deploy tools to support technology acceleration
- University IP Policies
- Advanced Manufacturing – part of a National Governor’s Association project to develop enhanced manufacturing strategy
- KIZ Starter Kits are no longer funded
- Broadband initiative – working with regions to identify access issues – Local Development Districts and Planning Commissions have been their partners. PennTap will be working with anchor institutions to leverage broadband capacity in community.

Jack Machek, 10,000 Friends of Pennsylvania – provided an overview of what 10,000 friends does and their role in promoting Smart Growth activities. You can see his presentation HERE

- The Bucknell Book Store recently won an award – what made that attractive? University and community collaboration to save a building while enhancing an asset.
- Contact them if you are interested in the regional Business Council (which is looking for leadership and membership from higher education).
- Smart Growth fund is a concept that is being put together. AICUP members may be a resource to help them think about this program.
- Success stories of groups that have used the state resources and work on a document that explains their benefits.
- 10,000 Friends provides fee for service consulting on various planning activities. Also, work on research projects – assemble team.
- Pennsylvania Community Transportation Initiative may be a resource for communities looking at a range of campus/ community enhancements
- Late September/ October for next round of 10,000 Friends awards
Steve Forde, Marcellus Shale Coalition
Discussion Points:
- Environmental Research Collaborative – Natural Gas research collaborative. – engage colleges/ universities/ NGOs to work with industry
- Water wells- no water well regulation in Pennsylvania – issues have been more related to historic water contamination and not Marcellus Shale.
- MSC is looking for opportunities to partner with colleges and universities to provide 3rd party analysis and research on issues impacting the industry and communities.
- MSC is partnered with some colleges and Universities on an initiative called ShaleNet which seeks to prepare the future workforce to support the industry in PA.

The agenda focussed on how federal programs can support college and university economic development activities. Session I: Franklin and Marshall College and Point Park University– How to Approach Private Sector Partners (10-11:30)
In this sessionKeith Orris, Vice President for administrative services and business, government and community relations at F&M described lessons learned and the ground rules for working with project partners and financing projects. Dr. Paul Hennigan, President of Point Park University provided his own lessons learned and share his experiences of developing an urban campus in the city of Pittsburgh. Finally, David Yeager from Radnor Properties, a firm that has worked with several Independent Colleges and Universities presented his views on public private partnerships. Session II: The Future of Higher Education and Economic Development (1-2:15)
Rich Overmoyer, GSP Consulting, shared his perspective on the integration of higher education and economic development over the past few years and note his observations for the future. Rich then facilitated a conversation with AICUP members to develop informal recommendations for the next Governor and legislature on how they can continue to provide opportunities for Independent Colleges and Universities to contribute to community and economic development in the Commonwealth.

Town-Gown Joint Planning
Representatives of Misericordia University, Dallas Borough and Kairos Design Group gave an overview of the master planning process in which Misericordia University is working with Dallas Borough to improve its community.

Michael Lehman of the University of Pittsburgh discussed his work with PantherlabWorks, which provides free consultation to help entrepreneurs commercialize new products and technologies.
