Update on State Legislation
HB 2593 - Amends Title 22 (Detectives and Private Police) statute. The bill provides for the following:
HB 2592 - Amends the Administrative Code of 1929 to include “community colleges, or private college or university” in the definitions for “campus police” and includes “all community colleges and all private colleges and universities” in the definition for “college” or “university” in the code.
SB 929 - An Act providing for the sale of certain course materials at institutions of higher education, for responsibilities of faculty and institutions of higher education and for college textbook rental pilot programs; and establishing the College Textbook Policies Advisory Committee.
HB 2279 –D. Evans- Act to provide from the General Fund for the expenses of the Executive, Legislative and Judicial Departments of the Commonwealth, for public debt & public schools for the fiscal year July 1, 2010 to June 30, 2011. This is the general fund appropriation bill and was recommitted to the Senate Appropriations Committee on June 15, 2010. (possible budget vehicle)
SB 1085 –Corman- Act to provide from the General fund for the expenses of the Executive, Legislative & Judicial Departments of PA, the public debt and public schools for the fiscal year July 1,2010 to June 30, 2011 & for appropriations to various funds. 6-15-10 H Set on the Tabled Calendar. (possible budget vehicle)
HB 2289-D. Evans-Act providing for the capital budget for the fiscal year 2010-2011. This bill was recommitted to the Senate Appropriations Committee on June 15, 2010.
HB 2290-D. Evans-Amends Capital Facilities Debt Enabling Act further providing for appropriation for and limitation on redevelopment assistance capital projects. Senate Finance 4-12-10
HB 2291-D. Evans- Act providing for the capital budget for fiscal year 2010-11; itemizing public improvement projects, furniture and equipment projects, transportation assistance projects, redevelopment, Keystone Recreation, etc. & making appropriations. 3-23-10 Received in the Senate and referred to Senate Appropriations.
HB 2435-D.Evans-Amends act re Tax Reform Code repealing provisions relating to discounts; for def.; for imposition of tax, reports & payment of tax; provisions relating to the taxation of tobacco; extraction of natural gas and making an appropriation. 6-15-10 H set on the Calendar. (possible revenue vehicle).
HB 325- Melio-Amends the Tax Reform code further providing for exclusions from sales tax & for exemption certificates, for rate tax, floor, tax: tobacco taxation; tax on extraction of natural gas; Dept of Revenue duties; and making an appropriation.6-15-10 Re-referred to Appropriations (possible revenue vehicle).

HB 2395-Adolph-Amends the Administrative Code providing for governing body of PHEAA; and making a related repeal. 4-8-10 H introduced and referred to committee on House Education.
SB 766-Robbins- Amends the Public School Code establishing the Science Technology Partnership Program; and providing for State grants. 6-14-10 Re-referred to House Appropriations.
SB 929-Dinniman-Act providing for the sale of certain course materials at institutions of higher education. For responsibilities of faculty & for college textbook rental pilot programs; & establishing the College Textbook Policies Advisory Committee. 6-15-10 S Set on the Senate Calendar. (AICUP Board took neutral position on bill. Mary Young has engaged in conversations regarding this bill with Senate staffers. Expect the impact to mirror federal law.)
