The Campus Energy Efficiency Fund

Created in partnership between Blue Hill Partners and the Pennsylvania Treasury, the CEEF is leading an investment of over $45 million in energy efficiency and sustainability projects at private Pennsylvania colleges and universities. Participating AICUP members may use the Fund to replace aging equipment and infrastructure, save energy, and  showcase campus sustainability projects.

Blue Hill’s approach is designed to overcome many traditional barriers to efficiency projects. Key attributes include:

  • Favorable accounting and credit treatment: schools enter into an Energy Services Agreement with a Project Developer
  • and do not use internal capital for improvements on their campus;
  • Technology and vendor neutral: projects utilize best practices and best-in-class technologies but are not tied to specific vendors;
  • Transparent, collaborative process: schools participate in project design and technology selection;
  • Grant funding for project design: CEEF will provide funds for assessment, design and project engineering;
  • Opportunity to showcase projects: through its partnerships with the Pennsylvania Treasury and the US  Department of Energy, CEEF will work with schools to showcase projects within Pennsylvania and nationally.

The CEEF program was created to position Pennsylvania higher education institutions as national leaders of sustainability in the built environment. As part of this program, the Pennsylvania Treasury and the Rockefeller Foundation, provided AICUP with $211,000 to support the creation of the Energy Management Collaborative (EMC). CEEF compliments the EMC by providing funded solutions to campus efficiency projects identified by the Collaborative.

Projected Outcomes: Upon full investment, the Fund provides the following benefits to AICUP member institutions:

  • AICUP Members Funded: 10-15
  • Energy Savings: $150 million
  • CO2 Reduction: 1.4 million tons
